Ballmer Says IT Spending Won't Full Recover....EVER

During a meeting with business executives in South Korea, Steve Ballmer, the perenially upbeat and excitable CEO of Microsoft, said that he believes IT spending won't return to the normal levels seen before the global economic crisis. The party is over, according to Ballmer. "While we will see growth, we will not see a recovery," he said.

But is Microsoft's CEO just being a downer to temper forecasts for his company and its newest flagship product, Windows 7? Or does he really believe in his heart of hearts that we'll never again see the kind of massive spending on information technology seen over the last decade?
