Ballmer Says IT Spending Won't Full Recover....EVER
During a meeting with business executives in South Korea, Steve Ballmer, the perenially upbeat and excitable CEO of Microsoft, said that he believes IT spending won't return to the normal levels seen before the global economic crisis.
